Try uninstalling the network licence manager and reinstalling it.  If the problem persists you can manually copy the dll file from the CD to the directory where you have installed the Network Licence Manager.  To do this, explore the CD with Windows Explorer; click on the folder “Network Licence Manager”, then on the “Data1.cab” file; find the missing dll and copy and paste it into the NLM directory on your server.
